Is it permissible to pray while wearing short pants?

If you would not appear before an important person in shorts, you should not pray that way either.

Sources: See Shulchan Aruch Orach Chaim (Siman 61, Section 5) and Mishnah Berurah (there). Likewise, in the book Hilchot Shlomo Part 1 (Chapter 2, Section 15), it is stated that during prayer, one should be dressed appropriately, as if standing before a king, as it is said, "Prepare to meet your God, O Israel." Therefore, even those who typically wear shorts for their work, like farmers and laborers, should preferably not pray while dressed that way.

Regarding what is written in Yabia Omer Part 4 (end of Siman 8), it is permitted for members of kibbutzim who wear shorts to pray this way, but they should not serve as prayer leaders. It seems that this is only if they appear in shorts before an important person; otherwise, they should not pray this way even if they are not serving as prayer leaders.
