If One Did Not Sleep at Night, Must One Wash Hands?

Question

If one did not sleep at night, must one wash their hands before Shacharit (morning prayer)? I saw the ruling in Mishnah Berurah 1, Siman 4, Section 13, Paragraph 28, but I did not understand the wording there. If the Rabbi could please explain this to me.

Greetings and blessings

One should wash without a blessing.

This is because the uncertainty is whether an evil spirit is associated with sleep or not, and whether the reason for washing hands relates to touching an uncovered area during sleep or if there is an obligation to wash hands every morning.
