When is it preferable to visit the graves of righteous people, on the eve of the new month or on the new month itself? Thank you

It is preferable to visit the graves of righteous people on the eve of Rosh Chodesh, as noted by the Arizal in Sha'ar HaYichudim (page 5), that on Shabbat, Yom Tov, and Rosh Chodesh, the souls ascend to Gan Eden and do not remain by their graves, and you cannot achieve anything with a soul that is not present. All other days are good, however, the best and most preferred are the eve of Rosh Chodesh and Tu B'Av.
