May One Wrap Tefillin Without Shoes, While Barefoot?

Hello esteemed Rabbi, I have a question regarding tefillin. Is it permissible to put on tefillin without shoes while my feet are bare? Thank you

According to the letter of the law, it is permissible to wear Tefillin while barefoot; however, it is preferred and proper to wear shoes out of respect for the blessing and the mitzvah.

In any case, one should certainly not pray barefoot, as one would not appear before an important person in such a manner.
