Should One Recite Pesukei D'zimra After the Time for Prayer Has Passed?

Is it the case that after the time for Shacharit prayer has elapsed, relevant to the view of the Gra, when reciting Pesukei D'zimra does one say it with a blessing or do the rules of Pesukei D'zimra align with the rules of the blessings of the Shema, which are said without the conclusion of God's name? Thank you.

Even after the time for prayer has passed (that is, after four hours until midday), one recites Pesukei D'zimra with the blessings of Baruch She'amar and Yishtabach with God's name.
