Hello and blessings, I would like to know if it is permitted to conduct a study session for the consecration of the home(Chanukat Bayit) during the Three Weeks.

Hello and blessings,
It is permissible to conduct the study session for the consecration of the home during the Three Weeks, but one should not hold a feast or celebration. The joy of the home consecration should be postponed until after Tisha B'Av. (Chazon Ovadia, Four Fasts, p. 568, s.v. to enter).
