Is it Permissible to Wish Mazal Tov on Tisha B'Av?

Question

Is it permissible to wish mazal tov to someone who has given birth to a sister or to someone celebrating a birthday on Tisha B'Av? Thank you!

Answer

It is permissible to wish mazal tov on Tisha B'Av.

Sources: Chazon Ovadiah, Four Fasts (page 333, d"h to say), and so wrote in responsa Lehoro't Na'eh, Part 2 (section 32) and in responsa Az Nidberu, Part 13 (end of section 6). It is also mentioned in the book Hilchot Shlomo on the Festivals (Nisan-Av chapter 15, note 30) that this is how Rabbi Shlomo Zalman Auerbach, zt"l, would wish mazal tov on Tisha B'Av to those with simcha.
