What is the source of the phrase "From Moses to Moses, there arose none like Moses"?

I heard a broadcaster quote what was said about the Rambam, "From Moses to Moses, there arose none like Moses." I would appreciate it if you could tell me who wrote this phrase and where its source is.

This was written by the Chassid Rabbi Yosef Yaavetz, of blessed memory (who lived over 500 years ago, during the time of the Spanish expulsion), in his book, Or Haim (beginning of Chapter 9), stating that it has been published regarding the Rambam, "From Moses to Moses, there arose none like Moses." The Chida, of blessed memory, also wrote in his book, Shem HaGedolim (section Mem, entry 110), that it is written that no Tanna or Amora was named Moses, which is why it is commonly said about the Rambam, "From Moses to Moses, etc.," that there was no Tanna or Amora called Moses.
