Is it Permissible to Buy Clothing on Tisha B'Av?

Is it permissible to buy clothing on the fast day of Tisha B'Av?

Greetings,

From the beginning of the month of Av, it is forbidden to buy new clothing at all — even those for which one does not make the blessing of Shehechiyanu, and even if you intend to wear them only after Tisha B'Av (see Shulchan Aruch and Rema, Orach Chaim 558:7; Mishnah Berurah 558:49; and Hazon Ovadiah, The Four Fasts, page 244). All the more so, it is forbidden to buy clothing on Tisha B'Av.
