Is it Permissible to Shave or Cut Hair on Tisha B'Av

Tisha B'Av cannot fall on a Friday. It is forbidden to shave or cut hair on Tisha B'Av, as well as on the tenth of Av until Halachic midday, since the destructive fire continued to burn in the Holy Temple until midday.
