Question

Is it permitted to wash clothes after midday on Tisha B'Av? If not, when is it allowed? Thank you

Answer

It is forbidden to wash clothes on Tisha B'Av - even after midday.

According to the Sephardic custom, it is permitted each year (even when Tisha B'Av is not postponed) to wash clothes immediately after the conclusion of Tisha B'Av (Chazon Ovadia, Four Fasts, p. 118).

And in a year when Tisha B'Av is postponed, it is also permitted according to the Ashkenazi custom to wash clothes immediately after the conclusion of Tisha B'Av (see Rema, Orach Chaim 558:1, and Mishnah Berurah 4).
