The phrase "the salvation of Hashem is like the blink of an eye" does not appear in the Tanakh.

The earliest source for this expression seems to be in the Midrash Lekach Tov on the Book of Esther (end of chapter 4) concerning the verse "What is your request?" which teaches that she would not eat until he asked her what her request was, and he said to hurry to Haman. On the 16th of Nisan, Haman was hanged; his decree did not last but for a few days, and on the third day he was crucified, for the king's sleep fled on the night of vigilance; the salvation of Hashem is like the blink of an eye, he will revive us after two days, and on the third day he will raise us up, and we shall live before Him.

This phrase is also found in the writings of one of the early authorities (about 700 years ago) in the book "Drashot al HaTorah by Rabbi Yehoshua Ibn Shu'ayb" (sermon for the last day of Pesach, printed after Parashat Tzav) where he wrote, I do not know my soul which has been given over, the Jewish people say, "the salvation of Hashem is like the blink of an eye" etc.

Additionally, some have brought this expression with slight variation, "the deliverance of Hashem is like the blink of an eye" (Rabbi Yosef Yuzfa in the book "Yosef Omets" page 294, and Rabbi Menachem Nachum of Chernobyl in the book "Me'or Einayim" on the Torah, Parashat Nasso, and the Pele Yo'etz regarding deliverance).

See also in the writings of the Ramban, part 1 (page 192) in the Prayer at the Sea that the Ramban established when he went to the holy land, where he wrote: "And His salvation is like the blink of an eye."
