Israel Approves Billion-Shekel Plan to Develop Golan Heights
Five-year initiative will turn Katzrin into the first city in the Golan while boosting population and strengthening Israel’s strategic northern frontier

Michael Giladi/Flash90The Israeli government approved Thursday a five-year, NIS 1 billion ($334 million) development plan for the Golan Heights, with Katzrin set to become the region’s first official city.
The plan, covering 2026 through 2030, is designed not only to expand infrastructure and economic activity but to strengthen Israel’s civilian presence in a strategically sensitive region bordering Syria and Lebanon. The initiative reflects a broader Israeli strategy of reinforcing population centers in frontier areas, where long-term demographic growth is seen as a key component of national security.
At the center of the initiative is a demographic target: bringing 3,000 new families to the Golan by 2030, with half expected to settle in Katzrin and the rest across surrounding communities. The move positions Katzrin as the primary urban hub of the Golan, shifting it from a small regional center into a city intended to anchor long-term growth.
The plan allocates more than NIS 200 million to economic development, including investments in industry, agriculture, and tourism projects such as the development of the Kursi site and the establishment of “Park 890” in Katzrin. Another NIS 110 million will be directed toward academia and innovation, including the expansion of a branch of the University of Kiryat Shmona in the Galilee, alongside the creation of a veterinary hospital and an agri-tech research center.
Public services are also set to expand, with approximately NIS 150 million earmarked for education, healthcare, and welfare, including a regional STEM center and improved emergency medical services. More than NIS 80 million will go toward infrastructure upgrades, including transportation, water systems, and the construction of a central bus station in Katzrin.
“We made history in the Golan Heights today: turning Katzrin into the first Israeli city in the Golan and investing nearly one billion shekels,” said Ze’ev Elkin, the minister responsible for the rehabilitation of the north and south.
Aviad Friedman, head of the Directorate of Tnufa for the North, said the plan aims to create the conditions necessary to attract new residents. “The Golan is receiving a comprehensive response that builds all the reasons to choose to live in the area,” he said.
The development push follows a meeting Monday in Jerusalem between Prime Minister Benjamin Netanyahu, Katzrin Local Council head Yehuda Dua, and Golan Regional Council head Uri Kellner. “I spoke with President Trump when he recognized our sovereignty over the Golan, and now we are coming with a massive development surge. I hope to visit soon,” Netanyahu said.
The initiative builds on previous government efforts to expand the Golan’s population, which have progressed unevenly in recent years, and forms part of a broader push to strengthen northern Israel.
With funding approved, the focus now shifts to implementation, as Israel seeks to translate the plan into sustained population growth and a stronger civilian foothold in one of its most strategically sensitive regions.
