State Department Report: Palestinian Authority Still Paying Terror Stipends
A State Department report to Congress finds the Palestinian Authority kept paying stipends to convicted terrorists—including some released in the October 2025 Hamas cease-fire—despite earlier vows to end the "pay to slay" program. Washington is weighing its next moves and says it will continue revoking visas for senior PA officials.

This was reported today (Thursday) by the U.S. site "Washington Free Beacon." According to a U.S. State Department report submitted to Congress, terrorists released from Israeli prisons as part of the cease-fire with Hamas in October 2025 received funding. The report was compiled between August 2025 and January 2026.
As noted, several months ago it was reported that PA President Mahmoud Abbas claimed during the first half of 2025 that he had canceled the program known as "pay to slay." But according to the report, his government continued to funnel hundreds of millions of dollars to terrorists and their families.
The latest report confirms that some of the money, disguised through a new welfare authority established last year, reached those same terrorists released in October. According to the report, Abbas did not live up to his commitment.
The document revealed by the "Washington Free Beacon" details a series of additional violations of agreements with the United States. The report states that the Authority "incited and supported terror through teaching materials and summer camps that promote jihadist ideologies."
In addition, Abbas's government violated its promise to resolve disputes "by peaceful means only," while trying to circumvent direct negotiations by pushing for statehood at the U.N. and advancing legal proceedings against Israel at the international courts in The Hague.
The United States has previously announced that if the funding of terrorists continues, the administration will stop providing budgetary assistance to the Authority. Also, according to today's report, the U.S. said it will continue to revoke entry visas from senior Palestinian officials.
