Nearly 20 years after communities in the northern Shomron were evacuated under the Disengagement Plan, a new city building plan has been approved to establish 126 permanent housing units in the community of Sa-Nur. The move marks a significant shift from temporary arrangements to long-term infrastructure in one of the areas evacuated in 2005.

The plan, initiated by the Shomron Regional Council, covers about 58 dunams and outlines a mix of housing types, including single-family homes and additional residential buildings. The layout divides the area into several zoning categories and also includes space for public buildings, infrastructure, and open areas. The design is centered around the historic fortress at the heart of the community.

The building plan was advanced by Finance Minister Bezalel Smotrich and Shomron Regional Council head Yossi Dagan, together with professional teams from the council’s engineering department, the Settlement Directorate led by Yehuda Eliyahu, and the Civil Administration. As part of the process, they held a working meeting in Sa-Nur following a groundbreaking ceremony.

Smotrich welcomed the approval, calling it “a historic moment that corrects a terrible wrong.” He said the plan represents a step toward reversing the effects of the Disengagement and strengthening Jewish presence in the northern Shomron.

Dagan also addressed the development during a session of the Higher Planning Council, where he recited the blessing Shehecheyanu. He described the plan as a significant step in rebuilding the community and moving into a new phase of permanent construction.

He added that the approved plans reflect tangible progress on the ground and expressed hope that the area will grow and attract more families in the years ahead.
