Iran’s New Pitch: A 15-Year Enrichment Freeze and a Regional Non-Aggression Deal

Tehran lays out a three-stage plan: mutual U.S.–Iran non-aggression that also covers Iran’s allies and Israel, an international mechanism to prevent renewed fighting, a 15-year pause on enrichment followed by a 3.6% cap under zero stockpiling, and region-wide security talks—while refusing to dismantle nuclear infrastructure or destroy facilities.

President Donald Trump is set to convene this evening, before midnight (Sunday, Israel time), a consultation with senior administration officials to discuss the Iran issue. Afterward, according to a White House report, the president will deliver a statement to the press.

Less than a day after Trump announced that the Iranian proposal submitted to him to end the war was insufficient, the Al Jazeera network published the Iranian offer with new details. At the same time, the Iranian Foreign Ministry said the U.S. has conveyed its response to Iran's revised proposal. 

In the Iranians' statement it said: "The Americans have conveyed their response to Iran's 14-point plan to the Pakistani side - we are examining it".

 In parallel, Iran sent a sharp message to Trump. The adviser to Iran's Supreme Leader, Ali Akbar Velayati, charged: "Trump's nonsense and provocative conduct cannot obscure the existing geopolitical reality. The withdrawal of American forces from Germany, NATO's weakening, and the recurring technical malfunctions on U.S. Navy vessels are signs of the White House's illusion shattering".

According to the new proposal, the Iranians suggest that in the first stage of negotiations an international body be established to ensure the war is not renewed. In addition, the first stage emphasizes a ceasefire across the region and a mutual Iranian-American non-aggression commitment. This commitment includes Iran's allies in the region and Israel, which would commit not to strike in Lebanon. The removal of American forces from the countries neighboring Iran, and an end to the naval blockade, would be part of the first stage.

In the second stage, the parties would discuss freezing uranium enrichment activities in Iran for a period of 15 years. After that, Iran would return to enriching at a level of 3.6%, based on a zero-stockpiling principle. In addition, the proposal rejects dismantling nuclear infrastructure or destroying facilities.

The proposal addresses the fate of the enriched-uranium stockpile, considering options such as export or diluting the enrichment level, and it also stresses the need for a clear mechanism for lifting sanctions in exchange for nuclear steps, and the gradual release of frozen funds, according to a timetable.

In the third stage, Tehran proposes entering into strategic dialogue with the Arab and regional community to build a security system that would encompass the entire region.
