Can the person responsible for a study hall or mikveh stipulate that anything forgotten there becomes ownerless?

It is appropriate that in public places, such as yeshivas and public institutions, the management of the yeshiva or institution should post a notice in a visible place stating that according to the institution's regulations, anyone who does not come to retrieve their belongings or books by a certain time, the institution will not be responsible for them, and the management will use them as they see fit [Yalkut Yosef Siman 259-271].

If someone sees a broken-down vehicle on the side of the road, are they obligated to provide assistance?

One who sees a vehicle that has broken down and is stuck on the road is commanded and obligated to provide assistance in any way possible, provided that they do not endanger themselves by doing so. [Yalkut Yosef Siman 272]
