1. The custom among Sephardi women is to perform the hair washing and all other preparations after Shabbat (Shulchan Aruch Yoreh De'ah Siman 262, Section 4, and Taharat Habayit Part 3, Page 257).
The custom among Ashkenazi women is to wash well on Friday evening, and after Shabbat they return to wash and comb a bit (Rema there).
2. Generally, it is a good practice not to eat meat on the day of immersion, as it tends to get stuck between the teeth more than other foods (Shulchan Aruch there Siman 198, Section 24). However, on Shabbat and Yom Tov the custom is to eat meat as usual. Nevertheless, extra caution should be taken to clean the meat from between the teeth after Shabbat (Taz there).
