Is it permissible to prepare couscous from a bag on Shabbat?

Is it permissible to prepare couscous from a bag using a quick preparation method?
Can this be done even from a third vessel, and does the prohibition "there is no cooking after cooking" apply to couscous from a bag?

Hello and greetings
There is couscous that is already cooked before Shabbat and only dried, and that can be prepared in hot water.
If the couscous is not cooked by the company, then it is prohibited to cook it on Shabbat. It is permitted from a third vessel for those of Sephardic descent.
