Answer

The verse is taken from the book of the prophet Habakkuk. It has a meaning related to King Hezekiah personally, who will live because of his faith in Hashem. It also contains a prophecy for the entire people of Israel that the merit granted to a tzadik (righteous person) to merit redemption is when he attributes all his actions and his rank to the merit of the Creator, and does not say, "My strength and the might of my hand have made me this wealth."
