May One Eat Meat During the Three Weeks?

Is it permissible to eat meat during the Three Weeks?

Greetings,

One may eat meat during the Three Weeks until the beginning of the month of Av. 

The custom of Ashkenazim is not to eat meat from Rosh Chodesh Av and onward, and Rosh Chodesh Av itself is included in the prohibition.

According to the customs of Sephardim, one should not eat meat starting from Rosh Chodesh Av, but the custom of Sephardim in Jerusalem and the Land of Israel permits eating meat on the day of Rosh Chodesh itself.
