Greetings,
The custom among Ashkenazim is not to get a haircut on Rosh Chodesh, based on the testament of Rabbi Judah the Pious, zt"l (according to Mishnah Berurah 242:6). However, the custom among Sephardim is not to be concerned about this (Kitzur Shulchan Aruch, Yalkut Yosef, there, section 2).
