What blessing is recited over a mixture of rice and vegetables?

To the Rabbi, I wanted to know what blessing one recites over mixtures of foods, for example rice with raisins and vegetables, etc. What is the first blessing, the final blessing, and how is it determined? Thank you.

If the majority of the mixture is rice, it is considered the primary ingredient, and one should recite the blessing of Mezonot only (see Chazon Ovadiah, Berachot page 280, and Halacha Brura, Siman 218, section 6). The concluding blessing is Borei Nefashot.
