According to the plain meaning, see Radak on Tehillim, chapter 27, verse 14

Out of my great trust and faith in Hashem, I say to myself throughout the day: Hope in Hashem; do not heed the words of the enemies. Be strong and let your heart be strengthened: if you strengthen yourself in His ways, He will strengthen your heart so that it will not weaken because of the words of the enemies, and you will find strength and courage in your heart. And hope in Hashem once again means that the hope in Him should always be constant and should not depart from his heart:

In the Gemara, this was also expounded in Berachot, daf 32b

Rabbi Chama bar Rabbi Chanina said: If a person sees that he prayed and was not answered, he should pray again, as it is stated: Tehillim 27, Hope in Hashem; be strong and let your heart be strengthened, and hope in Hashem.
