Morning Blessings and Modeh Ani for One Who Stayed Up All Night

Question

Hello, recently I learned that after sleeping for half an hour I must wash my hands.
I wanted to ask two things:
1. Must I say "Modeh Ani"?
2. After a night in which I did not sleep at all, must I say "Modeh Ani" and recite the blessing on washing hands?

Only after rising from night sleep do one say Modeh Ani.

One who stayed up all night - according to the custom of the Sephardim, washes his hands without a blessing, and according to the custom of the Ashkenazim, if he went to relieve himself, he washes his hands with a blessing.
