It is permitted to trade in dogs.

Sources: According to what is explained in Shulchan Aruch, Yoreh Deah (siman 117, seif 1) and in Kaf HaChayim (sk"h), the prohibition against trading in animals that are forbidden by the Torah for eating applies only when the species of animal is designated for food. Therefore, it is permitted to trade in birds that are not kosher and are raised in the home for beauty, and in horses for riding and the like, since they are not designated for eating. The same applies to our present case.
