Is it permitted to get a haircut on Erev Rosh Chodesh that falls on Shabbat?

Is it permitted to get a haircut on Rosh Chodesh that falls on Erev Shabbat, as this year?

Good month, 

In general, it is the custom of Ashkenazim not to get a haircut on Rosh Chodesh, even when it falls on Erev Shabbat, because of the testament of Rabbi Yehuda HeChasid, of blessed memory (see Mishnah Berurah, siman 260, seif katan 7). However, the custom of Sephardim is not to be concerned about this, and they get haircuts on Rosh Chodesh even when it does not fall on Erev Shabbat (Kitzur Shulchan Aruch, Yalkut Yosef there, section 2).
