Why is it forbidden to sit directly on the floor?

Why is it forbidden to sit directly on the floor? Is this prohibition only on Tisha B'Av, or is it a general prohibition?

According to Kabbalah, one should always be careful not to be on the floor directly, but rather with some separation. The forces of impurity are too strong on the ground, and one should not sit directly on the ground itself.
