Cereal Snack - Mezonot or Ha'adamah

Hello,
1. I would like to know once and for all what blessing to recite on an energy bar with grains? Everywhere I read it says something different; in some places it says Mezonot (if the grains are stuck together), in others it says Ha'adamah. How can I know if it's considered that the grains are stuck together to the extent that it counts as cooked, and therefore it would be Mezonot, or if it's puffed rice, which would be Ha'adamah, for example? I've gone crazy with all the explanations, and in the end, I always recite "Shehakol," but I would like to clarify this matter once and for all and have someone tell me exactly what to bless and not leave it up to me to decide how the snack was made because I don't work in factories and don't know. For example, Nature Valley, Corny, Fitness, all snacks of this kind.
2. What is the final blessing when uncertain about the first blessing and one blesses "Shehakol"?

All snacks that come as a cohesive mass are blessed with Mezonot.
In a case of uncertainty, one cannot recite a final blessing.
