Question

I would like to know when to observe a memorial for the deceased, whether it is based on the day of passing or the day of burial, as the deceased was buried several days after death.

Hello, it is appropriate to observe the memorial on the day of passing and not on the day of burial, even during the first year.

Also refer to Chazon Ovadia, Aveilut part 3 (page 260) which ruled that the primary practice is to observe the memorial on the day of passing even during the first year, although he noted that those who observe the memorial during the first year on the day of burial have grounds for their practice.
