What blessing is recited on a croissant?

Hello and greetings,
According to the Sephardim.
My brother-in-law told me that Rabbi Yitzhak Yosef said that for a chocolate-filled croissant, one recites the blessing of Hamotzi, is that correct and what is the reason?

N.B: My brother-in-law also mentioned, "I don't understand the reason behind Hamotzi, so I recite Mezonot. Is this how one should act according to Halacha, 'as long as I don't understand the reason, I won't accept/I won't do'?

Greetings,

It is the custom of the world to recite the Mezonot blessing on a croissant, and one may rely on this (see V'Zot HaBerachah page 406, note 124, citing Rabbi Shlomo Zalman Auerbach, zt"l).

I have not heard that Rabbi Yitzhak Yosef, shlit"a, instructed otherwise. If it is clear to your brother-in-law, may he live, that this is indeed what he ruled, and he follows him in all Halachic matters, he should also act accordingly even when he does not understand.
