Buying Shoes During the Three Weeks
Question
Hello and blessings, I have two questions regarding the days of the Three Weeks:
1. Am I permitted to wear a new undershirt during the Three Weeks, or should I wait and only renew it on Shabbat? It should be noted that I do not usually recite the shehechiyanu blessing on undershirts. Also, in general, are items on which we do not recite shehechiyanu, such as shoes, allowed to be renewed during the Three Weeks or only on Shabbat? 2. Is it permissible to go out to a restaurant with a friend on the eve of Rosh Chodesh Av? Thank you in advance.

1. Although there is room for leniency to wear the undershirt since we do not recite shehechiyanu, many have the custom to be strict and not to renew it except on Shabbat. If you need the undershirt for purposes of modesty, however, it can be renewed.
Regular shoes can be renewed during the Three Weeks, however, for luxury shoes and the like it is preferable to renew them only on Shabbat.
It is permissible to go out to a restaurant on the eve of Rosh Chodesh.
