From his earliest years, his devotion to Torah was extraordinary. That dedication only intensified throughout his life, eventually making him one of the most influential Torah leaders in the Sephardic world and beyond. His life was defined by relentless Torah study, public leadership, and a deep love for every Jew.

1. He Was Born Into a Family of Torah Scholars
Hacham Shalom Cohen was born in Jerusalem in 1931 to Tofcha Malka and Rabbi Ephraim Cohen, who headed the kabbalists' yeshiva "Oz VeHadar," located within Porat Yosef Yeshiva in Jerusalem's Old City.
He passed away on the 25th of Av, 5782, at the age of 91, leaving behind a remarkable legacy of Torah scholarship and leadership.
2. Finding a Suitable Match Was Not Easy
In those years, poverty was widespread, and many families hoped their daughters would marry men who could provide financial stability.
As a result, it was difficult to find a young woman willing to marry a Torah scholar whose goal was to devote his life entirely to learning.
For years, a suitable match could not be found—someone who shared his vision of building a home centered completely around Torah and spiritual growth.
3. He Built the Torah Home He Dreamed Of
After years of dedication to Torah study and following the passing of his father, Hacham Ephraim HaCohen zt"l, he met the woman who would become his lifelong partner.
At age 28, he married Rebbetzin Yael, daughter of the renowned Torah scholar Hacham Mansour Ben Shimon, one of the leading rabbis of Porat Yosef.
Hacham Shalom often spoke emotionally about his father-in-law, describing him as a holy servant of Hashem who spent every moment immersed in Torah and avodat Hashem.
When he first met his future wife, he did not focus on small talk or lengthy meetings. Instead, he asked a simple but profound question: Was she truly prepared to build a Torah home like the one she had grown up in?
When she answered yes, they committed themselves to building a home founded on Torah, yirat Shamayim, and service of Hashem.
4. He Credited Much of His Success to His Wife
Throughout his life, Hacham Shalom openly acknowledged the extraordinary sacrifices made by his wife.
She devoted herself completely to raising their children and managing the household, allowing him to focus on Torah learning without interruption.
At her funeral, he spoke movingly about her devotion and even declared, "Know that she was greater than I am."
5. Torah Remained His Focus Through Every Challenge
The upheaval of Israel's War of Independence disrupted much of Jerusalem's Torah world.
Porat Yosef Yeshiva was destroyed in 1948, and Hacham Shalom's family was forced to move repeatedly before eventually settling in the Katamon neighborhood.
The yeshiva itself wandered from synagogue to synagogue before finding a temporary home in an abandoned Arab building.
Yet through all of the instability, Hacham Shalom remained completely dedicated to learning. He later recalled that even during periods when there were no formal classes, he would rise early in the morning and study continuously until evening.
6. His Trust in Hashem Was Extraordinary
During the war, heavy shelling often forced residents to seek shelter.
Hacham Shalom once recalled that when he saw the crowded conditions inside the shelters, he felt unable to join them and instead remained at home learning Torah.
His father warned him of the danger, telling him that a single shell could destroy the entire house.
Hacham Shalom responded that every day he entrusted his soul to Hashem and believed that whatever happened was in His hands.
His answer reflected the deep faith and trust in Hashem that characterized his entire life.
7. Leaders Turned to Him for Guidance
Although he served as president of the Moetzet Chachmei HaTorah of the Shas movement, his influence extended far beyond any one organization.
Rabbinic leaders, public figures, and heads of yeshivot regularly sought his counsel on complex personal and communal matters.
He was never quick to answer. Sometimes his response came immediately. Other times, it followed a long silence and deep reflection.
But those who sought his guidance understood that every word was carefully considered and spoken only after serious thought.
8. He Loved Every Jew
Perhaps more than anything else, Hacham Shalom was known for his boundless love for the Jewish people.
After the passing of Hacham Ovadia Yosef zt"l, he shouldered even greater responsibility as a leader of the generation. Yet despite the enormous demands placed upon him, he never lost his deep concern for individuals.
Every day, people came to him seeking blessings, advice, and prayers. After they left, he would often pour out his heart before Hashem, pleading on behalf of those who were suffering.
He would pray for the sick, the struggling, and the brokenhearted, asking Hashem to have mercy on His people.
During Birkat Kohanim, he blessed the Jewish people with tremendous love and sincerity. His concern extended to every Jew, even those who had strayed from Torah observance.
Rather than condemn them, he prayed for their return and would often repeat a well-known sentiment: we pray that sins disappear from the world, but that sinners return through teshuvah.
His life was a living example of Torah scholarship combined with humility, compassion, and unwavering love for Klal Yisrael.
