Is It Permissible to Rejoice During the Month of Av?

Our Sages taught (Taanit 26b): "When the month of Av begins, we reduce our joy."

The Sages deliberately said "reduce" our joy, but not eliminate it. This teaches that we should continue to serve God with happiness, but with a measure of restraint during this period of mourning. As King David writes: "Serve the Lord with joy." (Psalms 100:2)

Is It Permissible to Go on an Outing on the Eve of Tisha B'Av?

One should not go on recreational outings on the eve of Tisha B'Av.

Those who visit the Western Wall on the eve of Tisha B'Av and spend their time socializing and chatting with friends are committing a serious transgression. Such a visit is only appropriate when the intention is to pray, but not for leisure or social gatherings.

On Tisha B'Av, we do not greet one another in the usual manner. However, if someone who is unaware of this greeting restriction greets you first, you may respond quietly and with a solemn demeanor.

Daily Concept: Baseless Hatred (Sinat Chinam)

Sinat chinam refers to hostility, resentment, or division directed toward another person without a legitimate or justified reason.

The Talmud (Yoma 9b) teaches that the Second Temple was destroyed solely because of baseless hatred.

The seriousness of this sin is underscored by the Sages, who compared it to the three gravest transgressions in the Torah — idolatry, sexual immorality, and murder. Their message is that internal division and conflict among the Jewish people can be more destructive than any external enemy.
