After more than a decade of drafts, negotiations, and prolonged behind-the-scenes delays, Israel and Kazakhstan reached a historic milestone this week with the official signing of a double taxation avoidance agreement. The new agreement is expected to eliminate one of the most significant barriers facing investors and businesses in both countries, marking the culmination of an unprecedented effort to strengthen ties between Jerusalem and Astana.
A Major Step Forward in Economic Cooperation
The landmark signing took place during the tenth meeting of the Israel-Kazakhstan Joint Economic Commission, a major gathering held in Jerusalem and chaired by Israeli Minister Ze'ev Elkin and Kazakhstan's Deputy Prime Minister Zhaslan Madiyev. The Kazakh delegation included representatives from 12 government ministries and nine deputy ministers, underscoring the importance both countries attach to strengthening their economic partnership.
The double taxation agreement was only the beginning of a broader series of initiatives announced during the event. As part of the commission's official protocol, the two sides signed several groundbreaking memoranda of understanding aimed at advancing cooperation in key sectors.
Alongside the diplomatic discussions, considerable attention was devoted to expanding business ties. Israel's Ministry of Foreign Affairs and Israel Export Institute, in cooperation with the Israel Innovation Authority and the Manufacturers' Association of Israel, hosted a major business forum attended by Minister Elkin and Kazakhstan's deputy prime minister. The forum was designed to establish direct connections between Israeli technology companies and potential business partners from Kazakhstan.
Kazakhstan Signals Interest in Joining the Abraham Accords
Beyond the immediate economic and technological benefits, the gathering also brought a significant diplomatic development: Kazakhstan signaled its willingness, in principle, to join the Abraham Accords in the future. If such a move materializes, it could open the door to a new era of regional and international cooperation, further strengthening the relationship between the two countries.
