Report: U.S. Sent Israel a List of Conditions to Advance Trump’s Gaza Plan

The U.S. reportedly drafted a demands document and asked Israel to commit to it in order to move forward with a governing alternative to Hamas — even without the group being disarmed. A senior American representative also reportedly met with top Hamas officials.

Kan News reported this evening (Monday) that the U.S. has sent Israel a document of demands aimed at advancing U.S. President Donald Trump’s plan for Gaza. The U.S. is asking Israel to commit to and sign the list of demands in order to move forward with a governing alternative to Hamas, even without the terrorist organization being disarmed. In addition, Israel is being asked to act in order to avoid renewing the fighting.

According to the report, the document includes a demand that Israel allow infrastructure work, water, and electricity; transfer the population from areas under Hamas control to areas under the responsibility of the "Peace Council" by the end of 2026; establish headquarters for the technocratic government and bases for the international force; restore the European Hospital and transfer construction materials and medical equipment; transfer Palestinian Authority tax funds connected to Gaza to the "Peace Council"; provide practical recognition of the technocratic government as the governing body in the Strip; transfer responsibility for the Palestinian side of the Kerem Shalom and Rafah crossings to it; activate a fourth-generation cellular network (4G); and grant conditional amnesty to anyone who turns over their weapon and commits to peace.

In return, the "Peace Council" commits to managing the supply chain, fuel, and payments; reducing Hamas’s taxation capacity; taking responsibility for public order through an international stabilization force; and at the same time recognizing Israel’s right to act in defense of its security if Hamas refuses to disarm.

In addition, Kan News reported that Aryeh Lightstone, senior adviser to Steve Witkoff, who also serves as an adviser to Trump’s Peace Council, met in recent months with senior Hamas official Khalil al-Hayya. The meetings took place amid contacts regarding the disarmament of Hamas.
