Another Alleged Iranian Spy Exposed in Israel: Foreign National With Russian Passport Arrested
The Shin Bet and police arrested Behrouz Subirgoun, a foreign national from Tajikistan who holds a Russian passport, on suspicion of committing security offenses in Israel involving contact with Iranian intelligence operatives. The alleged spy photographed security sites and reported missile impact locations to the Iranians.

Illustration (Credit: Shutterstock)It was cleared for publication today (Thursday) that a foreign national has been arrested on suspicion of carrying out security-related missions for Iranian intelligence operatives. Today, a prosecutor’s declaration was filed regarding the intention to submit an indictment against him.
The investigation was conducted by the Arzim Central Unit of the Security Division in the Defense Ministry’s security directorate, together with the Shin Bet. According to the investigation, the detainee, Behrouz Subirgoun, a foreign national from Tajikistan who holds a Russian passport, began in January 2026 to maintain contact with an Iranian foreign agent. The main part of his alleged security activity took place during the “Roar of the Lion” war, when he sought to help Iran achieve operational gains and advance its goals in the international arena against the State of Israel.
It also emerged that the approach to Behrouz began with what appeared to be an innocent job offer, but he quickly understood that it was a contact initiated by an Iranian agent and nevertheless continued the relationship. The missions he allegedly carried out for the Iranian foreign agent included, among other things, documenting and passing along the locations of Iranian missile impacts during “Roar of the Lion,” sending the location (a map coordinate) of the Azrieli Towers, photographing the Port of Haifa, and attempting to photograph a sensitive security facility in northern Israel. Alongside all this, he also actively helped recruit additional people for missions on behalf of Iranian operatives.
Today, a prosecutor’s declaration was filed regarding the intention to submit a serious indictment against Subirgoun, along with a request to keep him in custody until the end of the legal proceedings, at the District Court in Tel Aviv.
