May You Buy New Shoes During the Nine Days?
It is forbidden to purchase new shoes during the Nine Days, even if you do not plan to wear them until after this period. However, it is permitted to repair a pair of shoes that has been damaged.
It is permissible to buy new fabric or rubber shoes for use on Tisha B'Av, provided that they are worn briefly before Tisha B'Av.
May You Buy Furniture During the Nine Days?
It is permitted to purchase new household items or furniture even after Rosh Chodesh Av.
However, if the purchase is of a particularly expensive item that brings great joy — such as a car or an expensive, high-quality bookcase, it is permitted to buy it, but it is preferable to delay bringing it into the home until after the 10th of Av.
It is also permitted to purchase holy books during the Nine Days, even though doing so brings great joy, since it is considered the joy of fulfilling a mitzvah.
