Senate Advances Graham Bill to Toughen Sanctions on Russia

The U.S. Senate voted overnight, between Tuesday and Wednesday, to advance legislation that would tighten economic sanctions on Russia. The bill was initiated by Sen. Lindsey Graham before his death. Eighty-six senators from both American political parties voted in favor, with 12 opposed. The bill has moved on for final approval by the House of Representatives.

The vote took place following a speech in the Senate by Ukrainian President Volodymyr Zelenskyy, who praised the late Sen. Graham, a supporter of Ukraine.

The law would impose sanctions on Russian leaders, its energy sector, and its shadow fleet, which transports oil, gas, and weapons to countries around the world—unlike previous sanctions, which applied only to companies from Russia. It would also extend certain sanctions on Iran.

The legislation would also use tariffs against the leading buyers of Russian energy to pressure countries to reduce their dependence on Russian exports. Before the vote, Senate Democratic Minority Leader Chuck Schumer told reporters that the move would show Russian leader Vladimir Putin that "he cannot abuse Ukraine" and that the United States "stands with" its ally.
