Israel Indicts Kafr Qassem Man Over Alleged Smuggling of Banned Goods Into Gaza

Prosecutors say Mondar Badir, 48, tried to smuggle thousands of kilos of cigarettes and tobacco—plus generators, SIM cards, phones, and more—into Gaza, allegedly for major profit.

The State Prosecutor's Office today (Monday) filed an indictment with the Be'er Sheva District Court against Mondar Badir, 48, of Kafr Qassem, for involvement in smuggling prohibited goods into the Gaza Strip.

According to the indictment, between August 2025 and December 2025, Badir, together with others, took part in smuggling prohibited goods into the Gaza Strip, including cartons of cigarettes. In addition, he was involved in attempts to smuggle thousands of kilograms of cigarettes and tobacco, as well as a variety of equipment, among them generators, power inverters, gas accessories, SIM cards, mobile phones, tools, solar panels, and vehicle spare parts. All of this, it alleges, was for the purpose of generating significant financial profits, in amounts reaching millions of shekels per truck.

According to the allegations, due to his many connections Badir served as a central figure in the smuggling deals—both as a guarantor for transactions between the parties, as a broker, and as a trader—ensuring the supply of the goods and creating contact with actors on the Gaza side to coordinate their reception in the Strip. In some cases he even served as an \"operator,\" managing and mediating between suppliers and dealers and the people who carried out the smuggling itself.

Badir was charged with assisting the enemy during wartime and attempted assistance, obtaining something by fraud under aggravated circumstances and attempted fraud, and conducting transactions in property for terror purposes and attempted such transactions. The case was investigated by the Israel Security Agency (\"Shin Bet\") and Lahav 433 of the Israel Police.
