Iran continues to demand that the U.S. lift its maritime blockade of Iranian ports in exchange for reopening the Strait of Hormuz. It says ships will be charged a service fee, not a fee for passage itself.

Gen. Dan Caine, chairman of the Joint Chiefs of Staff, said the U.S. needs to find an “off-ramp” from the war with Iran. Iran is refusing to reopen the Strait of Hormuz to shipping and has attacked a UAE tanker, while demanding sanctions relief as part of any agreement.

A draft agreement between Iran and Oman would give Iran authority over vessels entering the Persian Gulf through the Strait of Hormuz. Reuters reports that key disputes remain over the scope of Iran’s powers and oversight of shipping.

President Donald Trump discussed negotiations with Iran in an interview with Fox News, saying the Strait of Hormuz will "reopen very soon." Later in the interview, he said: "We are having very good discussions with the Iranians. We will know where we stand within 48 hours."

Iran says vessels will be charged “service fees” for security and related services. The U.S. denies the payments are part of the agreement and says no fees will be collected.

The United States asked Britain and France to join an international naval force to protect ships traveling through the Persian Gulf and the Strait of Hormuz. Both European countries declined the request.

Iran’s Foreign Ministry spokesperson said Tehran will not let Washington dictate the terms for ending the fighting, and insisted the Strait of Hormuz will remain closed. Ukraine’s President Volodymyr Zelensky said: "If Iran attacks us, we will strike inside Iranian territory."

A senior Iranian official says Tehran has received proposals to lower tensions and is signaling that talks with the U.S. may still be possible. At the same time, strikes are continuing, and both Israel and the United States are preparing for the possibility of a broader escalation.

The United States completed its ninth consecutive wave of strikes against military targets in Iran. In Tehran, threats around the Strait of Hormuz escalated. U.S. Secretary of State Marco Rubio said: "We remain open to the possibility of a diplomatic solution."
